Lynda Bowen grew up in Lincolnshire. Her career in local government started as a social worker in Devon and then in 1993 she returned to this area with her husband and three children to take up positions as a senior manager of Adult Social Care services in North Lincolnshire and Hull.
Before her retirement in 2010 she was a chief officer in Leeds Council, where she completed her MBA. Her late husband was a manager for North East Lincolnshire Council.
Lynda's governance experience includes being a board member for a voluntary sector charity pension board, and a volunteer bureau. She has also worked for over 20 years as a board member and chair of various local housing associations including Lincolnshire Housing Partnership.
Lynda has a holiday accommodation business and is a strong advocate of the benefits of holidaying in Lincolnshire. Now remarried, Lynda enjoys hiking and skiing but her main interest is spending time with her own and her husband’s grandchildren.
Pensions Manager at the University of Lincoln delivering the pensions and retirement operation covering Local Government, Teachers and Universities Superannuation pension schemes.
This includes auto enrolment and the provision of financial education across the university and also working with the Students Union. Responsible for overseeing Higher Education role analysis, and other corporate benefit provision including healthcare, relocation, salary sacrifice schemes plus various local benefits and wellbeing initiatives.
Recently completed the Pensions Management Institution (PMI) Diploma in Retirement Savings and Employee Benefits and enjoys helping employees to better understand their pensions and options for the future.
Previously worked as a HR manager for a national construction and property group of companies and as a Legal Executive at a firm of solicitors.
Guy is the Deputy S151 Officer at North East Lincolnshire Council and leads the Council’s finance and accountancy team. He is a qualified accountant and member of the Institute of Chartered Accountants in England and Wales.
Prior to joining North East Lincolnshire Council, he held managerial positions with KPMG and the Audit Commission providing assurance and audit services to a wide range of organisations across the public, private and voluntary sectors.
As a result he brings a wide range of financial, technical and managerial knowledge and experience to the role. As Chair of the Local Pension Board he is keen to ensure that the board adds value and acts in the best interest of all stakeholders.
Jayne is the Human Resources Manager for Hull Culture and Leisure Ltd (HCAL) which was established in April 2015 following a TUPE transfer from a local government employer. HCAL manages the delivery of Museums & Galleries, Leisure facilities, Parks and Open Spaces, Theatre and Halls, Libraries and commercial Catering and Hospitality on behalf of Hull City Council.
Over 25 years’ experience in local government as an HR officer and previously as an HR manager for an outsourcing company working mainly on local government contracts and bids.
Graduated from Humberside University in 1997 and now a Chartered Fellow of the Chartered Institute of Personnel and Development.
A range of experience in all areas of local government service delivery with a keen interest in employment law. With the ever-changing landscape of pensions administration and regulations, Jayne is keen to learn about and hopefully help shape, the future of the scheme.
Dave was the Head of Human Resources at East Riding of Yorkshire Council prior to his retirement in August 2020.
He has worked within local government in a County, Shire district and a Unitary setting for over 40 years.
In his role as head of profession he was involved in the strategic decision making affecting all workforce related matters including responsibility for ensuring legislative compliance on all employment policies and procedures. He was also the payroll service provider and responsible for the determination of the employer pensions discretion policy and the employers named responder for IDRP Appeals.
Dave is a Fellow of the Chartered Institute of Personnel and Development and holds a Masters Degree in Human Resource Management.
Nigel is a cabinet member of the East Riding of Yorkshire Council with a portfolio that covers Finance and Governance, including Pensions.
A councillor for ten years, Nigel has served on the Pensions Committee for most of that time. He now sits on the Pensions Board.
Nigel has a background in the military and corporate banking.
